The rotation of officials during the relevant period was conducted through an open selection / open bidding process. Appointment decisions were based on competence, track record, and performance, in accordance with the applicable open selection guidelines within the ministry.

Appointment outcomes were not based on preferences or recommendations regarding operating systems, whether Windows or Chrome. Procurement policy and human resource management are separate domains and do not interfere with one another.

The rotation of officials was part of the Open Selection Process for Primary High Leadership Positions (JPT Pratama) at the Ministry of Education and Culture for the positions of Director of Primary Education and Director of Junior Secondary Education, and formed part of a broader open selection for 17 JPT positions, as follows:

The appointments and replacements  of structural positions are governed by the state civil service management system and must follow formally prescribed procedures.
